LEAP TO BLUE: !!! INFO DAY!!! Avviso pubblico per la costituzione del Roster Fornitori per i servizi di Internazionalizzazione (Pilastro 3) / Call for Expressions of Interest for the Roster of Service Providers – Pillar 3 (Internationalisation)

Per presentare al meglio l’attività e rispondere a domande e dubbi di eventuali service providers, Unioncamere del Veneto organizza un Info Day di supporto ai service provider. L’incontro si terrà in presenza venerdì 30 ottobre, dalle 10.00 alle 12.00 presso la Sala Consiglio della Camera di Commercio di Padova.
Si raccomanda la partecipazione in presenza; tuttavia, per chi fosse impossibilitato a raggiungere la sede, sarà comunque garantito il collegamento online previa registrazione.

Unioncamere del Veneto ha pubblicato un Avviso Pubblico per la manifestazione di interesse finalizzato alla costituzione di un Elenco Ufficiale di Fornitori Qualificati (Roster of Providers).

L’iniziativa si inserisce nell’ambito del Progetto strategico “LEAP TO BLUE” (Unleash the potential for joint transition in the blue economy, rif. ITHR0500560 – CUP C49J25000620007), finanziato dal Programma di Cooperazione Transfrontaliera Interreg Italia-Croazia 2021-2027.

Il Progetto LEAP TO BLUE

Il progetto affronta le sfide comuni del settore della Blue Economy nei territori dell’Adriatico, promuovendo la trasformazione digitale e verde, il rafforzamento delle competenze e l’accesso ai mercati internazionali per oltre 160 PMI beneficiarie. Per raggiungere tali obiettivi, LEAP TO BLUE si avvale di un modello basato su tre pilastri:

  1. Capacity Building
  2. Matchmaking & Networking
  3. Voucher Scheme (Servizi specialistici per le PMI)

Oggetto della Manifestazione di Interesse

La presente procedura si riferisce esclusivamente al Pilastro 3 – Internazionalizzazione (Voucher 3) del Catalogo dei Servizi di Progetto. I fornitori idonei che entreranno a far parte del Roster potranno essere successivamente invitati da Unioncamere del Veneto a presentare offerta/preventivo per l’erogazione di servizi specialistici alle PMI beneficiarie dei voucher.

L’Avviso copre 20 specifiche tipologie di servizi (codificati da LTB-V3-01 a LTB-V3-20), tra cui:

  • Advisory & Consulenza specialistica: strategie di ingresso nei mercati esteri, export readiness, assistenza contrattuale e legale transfrontaliera, sostenibilità e green finance, marketing digitale e turistico internazionale, conformità export per la filiera ittica, la nautica e i trasporti marittimi.
  • Formazione & Mentoring: moduli formativi sulla gestione dei business internazionali, negoziazione transfrontaliera e percorsi individuali di mentoring.
  • Partecipazione ad eventi e fiere internazionali: organizzazione e accompagnamento a fiere di settore tra cui il Salone Nautico di Venezia, Crofish (Parenzo), Seafood Expo Global (Barcellona), World Travel Market (Londra), Oceanology International (Londra) e International Boat Show (Düsseldorf).

Note: il presente Avviso non riguarda i servizi legati all’Innovazione/Tecnologia (Pilastro 1) o alle Competenze/Educazione (Pilastro 2), gestiti da altri partner di progetto.

Per i primi 8 servizi la candidatura avviene per pacchetto/lotto completo (Lotto 4.1 e Lotto 4.2), mentre per i restanti (LTB-V3-09 fino a LTB-V3-20) la candidatura è per servizio singolo.

Requisiti di Partecipazione

Possono candidarsi i fornitori ed esperti in possesso dei requisiti di ordine generale (assenza di cause di esclusione ex D.Lgs. 36/2023, assenza di conflitti di interesse) e speciali:

  • Esperienza comprovata: Presentazione di almeno 3 incarichi comparabili svolti negli ultimi 5 anni nello specifico ambito di internazionalizzazione richiesto (di cui almeno 1 a favore di una PMI).
  • Team dedicato: un gruppo di lavoro composto da almeno un Senior Expert (≥ 5 anni di esperienza) e un Expert (≥ 3 anni di esperienza).
  • Competenza linguistica: conoscenza attestata della lingua inglese (almeno livello B2) per i componenti del team.

Modalità e Termini di Presentazione

Le manifestazioni di interesse, complete della documentazione richiesta debitamente sottoscritta (Domanda, Dichiarazione sostitutiva, Profilo aziendale e referenze, CV del team, autodichiarazione di livello inglese e informativa privacy), dovranno pervenire a Unioncamere del Veneto esclusivamente via PEC:

Affidamento dei servizi

Per garantire la totale conformità alle normative, ai principi di parità di trattamento, trasparenza e l’assenza di conflitti di interesse, la procedura è strutturata in due fasi distinte e separate:

  • Fase A (Il presente Avviso): costituzione del Roster;
  • Fase B (Affidamento): l’affidamento avverrà a cura di UCV o del partner CCE in base al budget di progetto e alle reali richieste delle PMI.

Unioncamere del Veneto has published a Call for Expressions of Interest to establish an Official List of Qualified Suppliers (Roster of Providers).

This initiative is part of the Strategic Project “LEAP TO BLUE” (Unleash the potential for joint transition in the blue economy, ref. ITHR0500560 – CUP C49J25000620007), funded by the Interreg Italy-Croatia 2021-2027 Cross-Border Cooperation Programme.

The LEAP TO BLUE Project

The project addresses common territorial challenges in the Blue Economy across the Adriatic region, promoting digital and green transition, capacity building, and access to international markets for over 160 beneficiary SMEs. To achieve these goals, LEAP TO BLUE uses a “3D” support model based on three integrated pillars:

  • Capacity Building
  • Matchmaking & Networking
  • Voucher Scheme (Specialised services for SMEs)

Subject of the Call for Expressions of Interest

This call refers exclusively to Pillar 3 – Internationalisation (Voucher 3) of the Project Service Catalogue. Eligible service providers included in the Roster may subsequently be invited to submit formal quotes/tenders for providing specialised services to SME voucher beneficiaries.

The Call covers 20 specific service types (coded from LTB-V3-01 to LTB-V3-20, pages 158–204 of Annex 1 – Service Catalogue):

Main service categories include:

  • Advisory & Specialised Consulting: Market entry strategies, export readiness assessments, cross-border legal and contractual assistance, green finance, international digital & tourism marketing, export compliance for fisheries/seafood, shipbuilding, and maritime transport/logistics.
  • Training & Mentoring: Training modules on international business management and cross-border negotiation, as well as individual mentoring packages.
  • International Events & Trade Fairs: Organisation and support for participation in trade fairs such as Salone Nautico Venezia, Crofish (Poreč), Seafood Expo Global (Barcelona), World Travel Market (London), Oceanology International (London), and International Boat Show (Düsseldorf).

Note: This Call does not cover services related to Innovation & Technology (Pillar 1) or Skills & Education (Pillar 2), which are managed separately by other project partners.

For the first 8 services (LTB-V3-01 to LTB-V3-08), applications must be submitted for the entire package/lot. While for the remaining services (LTB-V3-09 to LTB-V3-20), applicants can apply for individual services.

Participation Requirements

Interested providers and experts must fulfil general compliance requirements (absence of grounds for exclusion under Legislative Decree 36/2023, no conflict of interest) and specific technical requirements:

  • Proven Experience: Evidence of at least 3 comparable assignments completed in the last 5 years in the specific internationalisation scope applied for (with at least 1 provided to an SME).
  • Dedicated Working Team: A team comprising at least one Senior Expert ( 5 years of relevant experience) and one Expert ( 3 years of experience).
  • Language Proficiency: Demonstrated Knowledge of English (minimum B2 level) for team members involved in service delivery.

Applications, including all required signed documentation (Application Form, Declaration of Honour, Company Profile & References, Team CVs, English Proficiency Declaration, and Privacy Information), must be submitted exclusively via Certified Email (PEC) to Unioncamere del Veneto:

Service Award Procedure

To ensure full compliance with public procurement rules, equal treatment, and transparency, the procedure is divided into two distinct phases:

  • Phase A (Current Call): Establishment of the Roster of Providers.
  • Phase B (Contract Awarding): Services will be awarded by UCV or by the project partner CCE (Croatian Chamber of Economy) based on project budget allocations and actual demands from SMEs.
